Arkansas Legislators Kick Off 2025 Session with Mixed Bag of Pre-files

Little Rock, AR – As the prefiling period for the 2025 legislative session began on November 15, a flurry of bills have been submitted by lawmakers, ranging from the controversial to the truly innovative. Senator Breanne Davis has emerged as a co-sponsor on multiple bills, including some that could become the subject of heated debate.

Among the notable proposals is a bill by Rep. RJ Hawk (R-Bryant), which aims to allow Arkansas colleges and universities to conduct 50-50 raffles to raise funds for Name, Image, and Likeness (NIL) initiatives. Controversy surrounds this proposal as it revisits a previous plan from Saracen Casino Resort, nixed due to behind-the-scenes influences, raising questions about the dynamics of gaming and higher education funding in the state.

In another eye-catching submission, Rep. Cameron Cooper (R-Romance) has proposed legislation to broadly amend laws surrounding the sale of raw milk. As it stands, the sale is restricted to the farm of origin. Cooper’s bill seeks to remove these limitations, sparking a debate over food safety versus individual freedoms.

Adding to the eclectic mix, a bill from Rep. Wade Andrews (R-Camden) and Senator Davis would allow individual school districts to choose their start dates for the school year, lifting current restrictions in a move described as a ‘solution in search of a problem.’

On a more socially progressive note, Rep. Aaron Pilkington (R-Knoxville) introduced a "blue envelope" program for drivers with autism, aimed at easing interactions with law enforcement. Additionally, his proposal to enhance Medicaid access for pregnant women seeks to bridge coverage gaps and improve health service availability.

As Arkansas prepares for the opening of the legislative session on January 13, the 2025 agenda promises to be as unpredictable as it is varied.
