Little Rock proposes budget cuts and new staff positions in 2021 budget plan


The Little Rock Board of Directors held a meeting to discuss the city’s 2025 budget, with At-Large Director Antwan Phillips raising concerns about the lack of funding for special programs. The budget draft includes zero funding for several one-time projects, which were expected to be covered by the American Rescue Plan Act but have an expiration date for funding.

The total operating budget for 2025 is just over $340 million, with Mayor Frank Scott Jr. emphasizing the importance of passing a balanced budget. The budget draft includes 12 new full-time positions, including code enforcement officers and homelessness engagement specialists, as well as increased funding for the Little Rock Police Department for public safety equipment and technology.

Mayor Scott suggested voting on the budget on Dec. 17, but city directors expressed the need for more time before committing to a vote. Ward 5 Director Lance Hines stated he would not vote until contracts with the unions representing the fire and police departments are finalized. Mayor Scott indicated negotiations with the unions were near completion and shouldn’t cause a delay.

The discussion on the 2025 budget will continue at the next meeting on Tuesday, Dec. 10. The board is working towards ensuring a balanced budget while addressing the city’s needs for the upcoming year.
