Arkansas Senate committee approves ban on cell phones in schools

The Arkansas Legislature is making strides to regulate cell phone use in public schools with the approval of a bill by Sen. Tyler Dees. The “Bell to Bell, No Cell Act” would prohibit students from using their phones during school hours, while still allowing them to have their phones on school property. The bill aims to address concerns about distractions, decreased sleep, and mental health issues associated with smartphone use in schools.

Dees emphasized the importance of creating a safe and focused learning environment for students, and highlighted the success of a pilot program that implemented a similar policy across the state. The bill allows for exceptions in emergency situations or for students in need of their phones as a disability accommodation.

The legislation, which has been in the works for over a year, gives schools flexibility in how they choose to implement the policy. Dees stated that the goal is for schools to enforce a “bell to bell no cell” rule, but the specifics can be determined by each individual school.

The bill passed unanimously in the Senate Education Committee and will now move to the full Senate for a vote. Supporters hope that this regulation will lead to a reduction in disciplinary issues, missed assignments, and an improvement in attendance records. Parents, educators, and lawmakers are eagerly anticipating the positive impact this legislation will have on the educational experience of Arkansas students.
