Zelenskyy orders aides to refuse U.S. proposal for 50% of Ukraine’s rare earth minerals

Ukrainian President Volodymyr Zelenskyy rejected a proposal from Trump administration officials that would grant the United States significant access to Ukraine’s rare earth minerals. The proposal, presented by Treasury Secretary Scott Bessent, included the U.S. gaining 50% ownership of Ukraine’s rare earth minerals. Zelenskyy felt that the agreement did not provide adequate security guarantees for Ukraine and did not sign the draft when it was presented. U.S. officials viewed Zelenskyy’s response as short-sighted and indicated that economic ties with the United States would ensure lasting peace and security for Ukraine.

The proposal also included the possibility of deploying American troops to Ukraine to guard the minerals, but only after a deal with Russia to end the war was agreed to. Zelenskyy has expressed support for exchanging critical resources for continued U.S. support, as part of the “Victory Plan” he presented to President Trump. Ukraine has large reserves of titanium and iron ore, key minerals for technology products, but many are in areas controlled by Russian troops. Zelenskyy emphasized the importance of U.S. support for Ukraine’s survival and security, despite Trump’s questioning of the level of support provided by the U.S.
