City director and city attorney engage in heated disagreement over procedural issue


In a tense Little Rock Board of Directors meeting on Tuesday, a discussion on parliamentary procedures caused a stir among city directors. Ward 4 Director Capi Peck deferred an ordinance for the third time that would limit virtual attendance at city board meetings. At-Large Director Antwan Phillips attempted to speak against the ordinance, but City Attorney Tom Carpenter explained that discussion on deferred items would have to wait for the next week’s special meeting. Phillips expressed frustration at not being able to speak on the matter and offered to speak as a citizen, which was not allowed by the board’s rules.

Despite the tense exchange, the board approved several items from the agenda, including the purchase of a street sweeper, a backhoe, tires for city vehicles, and the construction of affordable housing units. The board will convene for a special meeting on March 25 to vote on the ordinance banning virtual attendance.

The meeting highlighted the need for clearer procedures and communication among city directors, as well as the importance of respecting parliamentary rules during discussions. The issue of virtual attendance at board meetings remains a contentious topic, with differing opinions among the directors.
