Little Rock, AR – On Wednesday, June 11, 2023, Governor Sarah Sanders announced the appointment of Janet Mann as the new Secretary of the Arkansas Department of Human Services (DHS). Mann, the current Deputy Secretary of Programs and State Medicaid Director, will succeed Kristi Putnam, who is leaving the position to return to Kentucky after two and a half years.

Governor Sanders commended Putnam for her significant contributions to the agency, highlighting her successful reforms in crucial areas such as foster care, Medicaid, maternal health, and food assistance. “Kristi has overhauled DHS and brought forth necessary changes that have improved services for Arkansans,” stated Sanders.

Mann brings extensive expertise to her new role, having over 20 years of experience in healthcare and finance within both state government and the corporate sector. Her diverse background includes previous roles at Arkansas DHS as Chief Financial Officer and Division Director for Medical Services, as well as a previous position as Deputy Administrator for Mississippi Medicaid. With an estimated annual budget of $11 billion that impacts one in three Arkansans, her leadership is expected to build on DHS’s recent progress.

“I am honored by Governor Sanders’ decision to select me for this role,” said Mann, noting her commitment to continuing the positive momentum established by Putnam. She emphasized the importance of supporting Arkansans in their journey toward economic independence.

Putnam, expressing gratitude for her time in the administration, praised Mann as a highly capable and innovative policy expert well-suited to take DHS to new heights.

The transition is set to take place on July 25, as Arkansas continues to prioritize effective social services under its new leadership.
